Until October 2010, a number of staff were entitled to access a lease car scheme if they required a car for work purposes. The in kind benefit of the lease car to the individual, as calculated by HMRC, is shown in the tables. As part of a budget savings measure the car lease scheme was stopped and no new leases signed after October 2010.

From that date the chief executive and directors had access to an essential car allowance, which was partly taxable and the taxable element is shown in the tables below. As a result of receiving this allowance, essential users were reimbursed at a rate that was considerably less than the HRMC published mileage rates. Again, as part of a budget saving, this essential car allowance was stopped in March 2015.  

In 2010 chief executives in Scotland did not accept a 2.5% increase for 2010/11 in light of the challenging financial situation facing councils. This increase had previously been agreed as part of a 2 year deal with COSLA, as part of national negotiations for salaries for all local Government employees.
