Licensing

Testing of taxi/private hire vehicles

Both private hire and taxi vehicles must be regularly tested to conform to safety standards.

The Customer Services Team are now operating an appointment system for anyone who requires to book multiple vehicle inspection appointments or alternatively requires to lodge multiple vehicle licence applications. You can book an appointment by telephoning our Customer Services direct on 0141 577 3005.

 

Council policy regarding age and testing of private hire and taxi vehicles

  1.  All new vehicle licence applications must be for wheelchair accessible vehicles, only existing licences may continue to use other vehicles.

  2.  If any person wishes to licence a vehicle as a private hire vehicle or taxi then that vehicle must be no older than 5 years from the date of its first registration. This applies to    applications for new licences and to vehicles being substituted to existing licences.

3.    No taxi or private hire vehicle will be allowed to operate once it is 10 years old from the date of first registration. Licenses will have to be substituted for a younger vehicle or the vehicle must be removed from service once it is 10 years old.

4.    Once a vehicle is 7 years old from the date of its first registration, the Council taxi or private hire vehicle test pass will only be for a period of 6 months instead of 12 months. The effect of this is that vehicles 7 years and older will now be tested every 6 months. Vehicles up to 7 years old will remain tested once per year.

Vehicles must have:

  • A current MOT certificate (if over 1 year old for a Taxi Vehicle Licence).
  • A minimum of 4 doors.
  • Minimum rear seat measurement of 1220mm and adequate size of seating for adults if carrying more than 4 passengers. Boot space to carry at least 2 medium sized suitcases.
  • DVLA Registration Document in the Applicant's name or a letter of authority from the  owner/registered keeper.
  • A vehicle inspection pass certificate.
  • Taxi or Private Hire Insurance (this must be obtained before the licence is granted but is not required at application stage).The ability to transport a person in a wheelchair in safety and reasonable comfort.
  • Type approval for wheelchair use (all vehicles first licensed July 2017 onwards).

       Vehicles not meeting this specification (apart from wheelchair accessibility if new grant may be acceptable but this must be discussed with the council in advance of any application or financial commitment.

Inspections for taxi and private hire vehicles

All vehicles must pass a Vehicle Inspection in order to become a Taxi or Private Hire Vehicle.

You must book your vehicle in for an inspection and provide the vehicle inspection pass certificate before lodging an application for a taxi or private hire car licence.

Please contact Customer First on 0141 577 3005 to book your vehicle in for the inspection and make the payment from 8.45am till 4.45pm.

Inspection appointments are available on Tuesday, Wednesday and Thursday from 8am until 2.45pm.

A full set of guidance notes regarding your vehicle inspection will be provided with your application, but please note the following when preparing your vehicle for inspection:

You will need:

  • Fire extinguisher to be secured in the boot or driver's footwell of the vehicle.
  • Front & rear plate fixings to be attached to the vehicle.
  • Tariff sheet to be displayed if meter fitted.

Vehicle retest

If your vehicle has been inspected, but failed to pass, the Testing Centre at the Depot will advise you what happens next.

Free partial retest

This may be a free of charge within 24 hours inspection, in which case the depot will arrange your next appointment with you direct.

Partial retest

  • Partial retests are chargeable and must take place within 10 days.
  • Phone 0141 577 3005 to book and make the payment for your vehicle in for the Partial Retest Inspection from 8.45am till 4.45pm.
  • Partial retest appointments are available on Tuesday, Wednesday and Thursday from 9.15am until 1.15pm.

Full retest

  • Phone 0141 577 3005 to book and make the payment for your vehicle in for the full Retest Inspection from 8.45am till 4.45pm.
  • Full Retests are available on Tuesday, Wednesday and Thursday between 8am and 2.45pm.
  • Full Retests are chargeable.

Vehicle substitutions

If you change your vehicle or it becomes unsuitable for use, for instance, due to accident damage, you can apply for a Substitution. There is a fee for this, which will include the new plates.

The new vehicle will also require vehicle testing, unless it carries a valid ERC Pass Certificate from within the last 12 months.

Please note that you cannot substitute a Private Hire Vehicle onto a Taxi Vehicle Licence without it passing a full inspection.

You should note that when transferring a vehicle from one licence to another, a change of vehicle application form (substitution) will require to be lodged for both licences on the same day.
