Air pollution

We have a statutory duty to monitor air quality across East Renfrewshire in order to identify any possible breaches of national air quality standards. Our Environment department carries out this work in accordance with the UK national air quality strategy.

We measure nitrogen dioxide (NO2) at twenty-one locations across the area, using monitoring tubes to give monthly average levels. The results from the air quality monitoring are analysed to ensure that the 'annual mean objective' for NO2 is being met. This is the level of nitrogen dioxide in the outside air that should not be exceeded on health grounds, as set by the Government.

We also conduct automatic real-time monitoring of particulate levels at Sheddens Roundabout, Clarkston.

Smoke Control Areas

We ensure that the Clean Air Act (1993) is enforced in any designated Smoke Control Areas. These are areas covered by smoke control orders, which regulate emissions from houses burning coal and wood. Smoke Control Areas were introduced by legislation in the 1950s and 1960s as a result of the heavy smog which affected many parts of the country.

Within a Smoke Control Area it is an offence to cause the emission of smoke or burn any 'unauthorised' fuel. This applies to residential properties as well as commercial or industrial operations. Any fuel being used in a Smoke Control Area must be specifically authorised for use, unless it is being used in an 'exempt' appliance: that is, one which has been proved to be capable of burning fuels without emitting smoke. Authorised fuels and exempt appliances are specified within Statutory Instruments made by the Government.

Barrhead, Neilston and Uplawmoor has been designated as a Smoke Control Area. Although Giffnock, Thornliebank, Clarkston, Newton Mearns and Eaglesham are not covered by a Smoke Control Area, the provisions of the Environmental Protection Act 1990 (EPA) still apply, which makes it an offence to cause a smoke nuisance from any source.
