ABC Benchmarking Partnership

One of the widest-ranging groups is the ABC Benchmarking Partnership.

This is a group of Scottish councils who are dedicated to working together to improve services by sharing and comparing data, processes and innovative solutions to common problems. We believe that sharing experiences and identifying and adopting examples of best practice is fundamental to our delivery of Best Value principles.

Members of the ABC Benchmarking group are:

  • Argyll & Bute Council

  • Clackmannanshire Council

  • East Lothian Council

  • East Renfrewshire Council

  • Inverclyde Council

  • Midlothian Council

  • North Ayrshire Council

  • Perth & Kinross Council

  • Stirling Council

Quote from Andy Kerr MSP, Minister for Finance & Public Services:

“Best Value commits us all to continuous improvement. We cannot achieve this without a clear understanding of where we stand now, or a vision of possibilities which are open to us. The most effective way of developing both is to compare ourselves with our peers and to share ideas. I congratulate the ABC Benchmarking Partnership on its continuing success in helping members do just that.”ABC Third Annual Report, 2002)

Through various subgroups of relevant council officers, we have looked at a wide range of service areas including absence management, catering, communications, libraries, customer contact, health and safety, performance management, recruitment and selection and many more.

Each of the benchmarking studies strictly adheres to the ABC Benchmarking Code of Practice, which sets out key points in terms of legality, co-operation, confidentiality and use of information.
