Local Housing Strategy 2004 - 2009

The East Renfrewshire Local Housing Strategy (LHS) 2004 – 2009 is a plan for all housing issues across all housing tenures. It is the overarching strategy for housing in the area, and provides the framework through which housing providers and investors can meet needs and demands more effectively from available resources. It establishes the issues and priorities for housing and sets out an action plan on how these issues and priorities will be addressed by the Council and its partners.

The East Renfrewshire Local Housing Strategy 2004-2009 was submitted to the Scottish Executive in April 2004.

Vision

This vision for housing in East Renfrewshire has drawn on the values and commitments of the Community Planning Partnership and the East Renfrewshire Council Corporate Strategy. The actual vision is based on the priorities of participants in the East Renfrewshire Housing Conference in February 2003. It is a statement of intent which has been endorsed throughout the consultation period.

"The East Renfrewshire Local Housing Strategy aims through consultation and partnership working, to ensure that there is a choice of good quality housing across all tenures which matches people’s needs and aspirations, is affordable, well maintained, warm, dry and secure, and set in vibrant local communities that are safe and sustainable."

Aims

Four overarching Aims have been identified which highlight the areas where intervention in the housing market is required. These challenges will not be delivered fully within the first 5 years of the strategy, but have been developed in order to demonstrate the long term direction and commitment to delivering housing outcomes in East Renfrewshire.

  • Aim 1:  There is sufficient good quality, affordable and accessible housing across East Renfrewshire to meet the current and future needs of people living in the area.

  • Aim 2: The housing stock across all tenures is of good quality and condition.

  • Aim 3:  Housing initiatives and developments are supporting regeneration and contributing to sustaining communities in most need in line with the Community Planning Framework.

  • Aim 4:  All sections of the community have equal access to housing and that disadvantaged and vulnerable sections of the community have access to housing support services needed to maintain independent living in their own communities.
